The precedent in the field of registration. Is it only interpreting the meaning of the legislation?

This article reflects on whether the administrative precedents of the registry court are the result only of the interpretation assigned to the legislation, or if its preparation takes into consideration other elements that are typical of the sector, such as the principles of traffic safety, legal security, pro-registration principle, and fundamental rights. To do this, we resort to the analysis of precedents where the registry court has modified its interpretative criterion, which allows us to appreciate the reasons for the variation of criterion.
