Abstract

Corruption represents a violation of legal norms but, above all, of moral an ethical nature. This is due to multiple factors; however, it is culture that primarily determines it. In this sense, considering that this factor varies from place to place, the strategies to combat it must be individual and particularized. The cultural scheme from western countries does not respond to the same as that of the Latin American region; therefore, the fighting mechanisms cannot be identical. Thus, both internal strategies and international instruments must be raised, or even rethought, in accordance with it.
