Factors influencing the implementation of practices for digital transformation in the public sector

Recently, public organizations have come under increasing pressure from political leaders and citizens to embrace digital transformation in service delivery. However, many of these initiatives have fallen short of expectations within state entities due to insufficient planning and navigation of the digital transformation process. Consequently, it is crucial to identify the factors impacting the adoption of digital transformation practices to ensure successful outcomes in the Peruvian public sector. In this study, 7 factors and 10 key practices for digital transformation were identified, as well as 26 influence relationships between them (factor → practice) that were empirically validated through a study that included the participation of 111 executives. The results indicate that the 26 proposed relationships were rated as “High” or “Very High” with a 95% confidence level, according to the Student's t-test. Specifically, the relationship between the factor “Commitment and Support from Top Management” and the practice of “IT Steering Committee Decision-Making” stood out as the most influential relationship.
