Reformas Estructurales: La Regionalización un Fracaso Calculado

El lunes 31 de octubre del 2005, el diario El Comercio presentó un titular en primera página con el siguiente texto: "Fracasó intento de regionalizar el país". El mismo día, el diario Perú 21, presentó el siguiente titular: "NO a las macrorregiones".
En general, los diarios de la capital del Perú de una u otra forma expresaban su interpretación de la contundente votación por el "NO" a la conformación de Macrorregiones que agruparían varios departamentos pre existentes en la conformación geográfica y espacial del país, votación que fuera convocada por el Gobierno Nacional a través de la Oficina Nacional de Procesos Electorales (ONPE).
Para entender el proceso y sus posibles consecuencias, es necesario analizar por qué el Estado ha fracasado de esa manera al intentar realizar una importante reforma estructural.
