Peruvian Sign Language (LSP): Legal framework for promotion and protection

This paper provides a historical review of the legal basis that supports the use, promotion and protection of Peruvian Sign Language (LSP). An analysis of the international and national legal framework that promotes and protects the use of LSP has been carried out, identifying both advances and challenges in relation to the fulfillment of the rights of the Peruvian deaf community regarding the use of sign language. This study is justified by the need to recognize and strengthen the linguistic rights of the Peruvian deaf community, promoting inclusion and respect for cultural and linguistic diversity in Peru. For this purpose, a methodology of documentary analysis and theoretical research was used. The starting point was the conventions approved by the International Community, where sign languages are recognized as an integral part of the linguistic and cultural diversity of deaf people. In addition, an internal normative analysis of Peruvian legislation was carried out. Finally, some challenges faced by the Peruvian Deaf Community in relation to the national legal framework were mentioned. Although significant progress has been made in both national and international legislation, barriers persist in the effective implementation of the rights of deaf people. It is concluded that there is a need for laws to be more specific in terms of the responsibilities of the State and to ensure compliance with them.
