La riqueza de un país no implica la excelencia científica y tecnológica. Corea del Sur, y los países productores de petróleo tienen ingresos per capita que están muy por encima de los promedios mundiales. Sin embargo, la diferencia entre ellos es que el primero es científicamente más avanzado, los otros países tienen todavía mucho trabajo por hacer1. Después de 1998, cuando el Banco Mundial declaró al conocimiento como uno de los bienes públicos mas importantes, se acepto como consecuencia que el desarrollo de la ciencia y tecnología (C&T) son la base del crecimiento económico y el bienestar social en la sociedad actual.Downloads
