The main foundation of this work is to establish, the Birth Registry, as the first and transcendent evidence of a new being; It is the first information of a person and must be part of the Digital Data of a country, from the moment of its birth. From there it follows that the birth certificate is the first foundational administrative act of those identified, such as people and Peruvians, consequently, the procedure and management that is implemented to achieve it, has to be in line with technological progress and everything that modernity obliges us as a state. The sectors of the public administration will not be able to be efficient with the services that by law must comply, if the initial database, which is administered and is the responsibility of RENIEC, is not complete and is not updated at the national level. The only guarantee that the State has, to comply with its citizens, in all public services, is with a real digital data, up to date, whose starting point is the Birth Registry.
