The current study has as objective to analyse the challenges on organizational and institutional design in a globalized environment. This analysis starts from considerations of economical globalization processes, in emergence of new power asymetries and its impact in the processes of organizational change, institutional, State, public policies and intergovermental designs. Information and knowledge are ingredients of learning communities for networking formation. A characteristic of institutional arrangements and new organizational forms is the creation of power in individuals (empowerment).Published
