Public management and social conflicts in Peru

Abstract

Objective: To determine the relationship between public management and social conflicts that arise in the Peruvian State during the period 2021-2023. Methods: The study adopted a quantitative approach at a relational level, with a non-experimental design and an applied nature. A documentary review of reports issued by the Ombudsman's Office and the Private Competitiveness Council between 2021 and 2023 was conducted. Spearman's Rho coefficient was used to evaluate the significant and inverse relationship between the Regional Public Management Index and the levels of social conflicts recorded during the 36 months analyzed. Results: A significant inverse relationship was found between the quality of public management and the levels of social conflicts. This relationship was more evident in remote regions, where poor performance in regional public management led to limited public value across four fundamental pillars: access to public services, education, health and institutional capacity. Conclusion: Poor performance in managing public policies related to the four fundamental pillars intensifies the proliferation of social conflicts, particularly in regions far from the country's capital. This is attributed to limited state attention to sustainable and decentralized development in these areas.
